AMENDMENT PURPOSE:
To provide benefits for certain children of Vietnam veterans who are born with spina bifada, and to offset the cost of such benefits by requiring that there be an element of fault as a precondition for entitlement to compensation for a disability or death resulting from health care or certain other services furnished by the Department of Veterans Affairs.
