On 2/13/2002, H.R. 2360 [Ney-Wynn], with some modifications, was offered as a substitute amendment [H.Amdt. 430] to H.R. 2356. The amendment was not agreed to. H.R. 2356 was passed by the House on 2/14/2002 and by the Senate on 3/20/2002.
