		<official-title>To amend title 36, United States Code, to designate the
		  Honor and Remember Flag created by Honor and Remember, Inc., as an official
		  symbol to recognize and honor members of the Armed Forces who died in the line
		  of duty, and for other purposes.</official-title>

		<section id="HB11A0BA2E3B34D6D8733B517D2801D9F" section-type="section-one"><enum>1.</enum><header>Designation of Honor and
			 Remember flag for fallen members of the Armed Forces</header>
			<subsection id="H0B9EEB4B42B841028FD8F650AAFDDBD1"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph id="H76BB9FF4A54D4B0C93E61E7EF600DC59"><enum>(1)</enum><text display-inline="yes-display-inline">Since the Revolutionary War, more than one
			 million members of the United States Armed Forces have paid the ultimate price
			 by sacrificing their lives in the line of duty.</text>
				</paragraph><paragraph id="H92CC5A485AFF4096BC009B8BD020036C"><enum>(2)</enum><text>The contributions
			 of those fallen members of the Armed Forces are deserving of national
			 recognition.</text>
				</paragraph><paragraph id="H264CA19964C64891A9007699CA1696B"><enum>(3)</enum><text>Currently, there is
			 no officially recognized symbol that acknowledges members of the Armed Forces
			 who died in the line of duty.</text>
				</paragraph></subsection><subsection id="H9C720708E82040A3A9A1D32800A51EF"><enum>(b)</enum><header>Designation</header><text>Chapter
			 9 of title 36, United States Code, is amended by adding at the end the
			 following new section:</text>

					<section id="H0C2B65BB30654D70A9E7A3D03D926802"><enum>904.</enum><header>Honor and
				Remember flag for fallen members of the Armed Forces</header>
						<subsection id="H74CFF5AC38134D0D8C06137B6D2486B1"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The Honor and Remember Flag created by
				Honor and Remember, Inc., is designated as the symbol of our Nation’s concern
				and commitment to honoring and remembering the lives of all members of the
				United States Armed Forces who have lost their lives in the line of
				duty.</text>
						</subsection><subsection id="HA643EC5217FD4EE6BE1D683BC3E995F1"><enum>(b)</enum><header>Required
				Display</header><paragraph commented="no" display-inline="yes-display-inline" id="H8358192D845049C1887ED797A8A556FC"><enum>(1)</enum><text display-inline="yes-display-inline">The Honor and Remember Flag shall be
				displayed at the locations specified in subsection (c) on the days specified in
				paragraph (2):</text>
							</paragraph><paragraph id="H8DF1401408E1408C8733401375BEE770" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The required Honor and Remember Flag
				display days are the following:</text>
								<subparagraph id="HFFE349979DD4459CAB97E2793F903082"><enum>(A)</enum><text>Armed Forces Day, the third Saturday
				in May.</text>
								</subparagraph><subparagraph id="H0289E89975A0455A89BA82E1B4DEE999"><enum>(B)</enum><text>Memorial Day, the last Monday in
				May.</text>
								</subparagraph><subparagraph id="H39CE2F0388E94A2393DE27EAAFFBA04F"><enum>(C)</enum><text>Flag Day, June 14.</text>
								</subparagraph><subparagraph id="H93EC074B4D24470B84BB498CFCC6BC33"><enum>(D)</enum><text>Independence Day, July 4.</text>
								</subparagraph><subparagraph id="HAFED9362E479425C9E539EB9D3EF322C"><enum>(E)</enum><text>National POW/MIA Recognition
				Day.</text>
								</subparagraph><subparagraph id="H9F7423FC35D445DBB18D79CA8EF8C005"><enum>(F)</enum><text>Veterans Day, November 11.</text>
								</subparagraph></paragraph><paragraph id="H913F25ABB6D04FA2AB12A3D574A36245" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">In addition to the days specified in
				paragraph (2), Honor and Remember Flag display days include—</text>
								<subparagraph id="H7FE27B573898432B95DFD540FF42C51"><enum>(A)</enum><text display-inline="yes-display-inline">in
				the case of display at the World War II Memorial, Korean War Veterans Memorial,
				and Vietnam Veterans Memorial (required by subsection (c)(3)), any day on which
				the United States flag is displayed;</text>
								</subparagraph><subparagraph id="H78754F83B84D436C8000A730D88007D6"><enum>(B)</enum><text display-inline="yes-display-inline">in
				the case of display at medical centers of the Department of Veterans Affairs
				(required by subsection (c)(7)), any day on which the flag of the United States
				is displayed; and</text>
								</subparagraph><subparagraph id="HC9AB0124832547CBB055BFC6E99B7B75"><enum>(C)</enum><text display-inline="yes-display-inline">in
				the case of display at United States Postal Service post offices (required by
				subsection (c)(8)), the last business day before a day specified in paragraph
				(2) that in any year is not itself a business day.</text>
								</subparagraph></paragraph></subsection><subsection id="H5AE97EAFFB624792A5B0042E3E06B1E0"><enum>(c)</enum><header>Locations for
				Flag Display</header><text display-inline="yes-display-inline">The locations
				for the display of the Honor and Remember Flag under subsection (b) are the
				following:</text>
							<paragraph id="H654179BBC0524A0384F552B810A91B48"><enum>(1)</enum><text>The
				Capitol.</text>
							</paragraph><paragraph id="H885271E1EB5247F5A8B1E575DEF8EE5F"><enum>(2)</enum><text>The White
				House.</text>
							</paragraph><paragraph id="H41B6266A474440F0A768DA6E04A6518B"><enum>(3)</enum><text>The World War II
				Memorial, the Korean War Veterans Memorial, and the Vietnam Veterans
				Memorial.</text>
							</paragraph><paragraph id="H99841DEB236841ABA0392777E3AC008D"><enum>(4)</enum><text>Each national
				cemetery.</text>
							</paragraph><paragraph id="H1DF4D93E69634039AB1FCEE661120003"><enum>(5)</enum><text>The buildings
				containing the official office of—</text>
								<subparagraph id="HEB6DB1D4B2C840569B494672A4724DEB"><enum>(A)</enum><text>the Secretary of
				State;</text>
								</subparagraph><subparagraph id="H457363D97DD042378421C062E042F278"><enum>(B)</enum><text>the Secretary of
				Defense;</text>
								</subparagraph><subparagraph id="H9A158375466141CE9E0000D4FD76265C"><enum>(C)</enum><text>the Secretary of
				Veterans Affairs; and</text>
								</subparagraph><subparagraph id="H29B37979B08742AA8DF796CE065D22D1"><enum>(D)</enum><text>the Director of
				the Selective Service System.</text>
								</subparagraph></paragraph><paragraph id="HE03648D36DFE49469CAD39C63B63F29"><enum>(6)</enum><text>Each major military
				installation, as designated by the Secretary of Defense.</text>
							</paragraph><paragraph id="H2EDA77EB2B254025AE482EEC39E5F500"><enum>(7)</enum><text>Each medical
				center of the Department of Veterans Affairs.</text>
							</paragraph><paragraph id="HC47821FB370A451DB6ED34F78CA53C44"><enum>(8)</enum><text>Each United States
				Postal Service post office.</text>
							</paragraph></subsection><subsection id="H49AF8DDF9BDB43DABCDF41FAF866DC9D"><enum>(d)</enum><header>Display To Be in
				a Manner Visible to the Public</header><text display-inline="yes-display-inline">Display of the Honor and Remember Flag
				pursuant to this section shall be in a manner designed to ensure visibility to
				the public.</text>
						</subsection><subsection id="H9AAE1E84EA2749A4834E2FE31836B7E"><enum>(e)</enum><header>Limitation</header><text display-inline="yes-display-inline">This section may not be construed or
				applied so as to require any employee to report to work solely for the purpose
				of providing for the display of the Honor and Remember Flag or any other
				flag.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3F5E5F12CD774282878FC52867B0777"><enum>(c)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by adding at the end the following new item:</text>
				<quoted-block display-inline="no-display-inline" id="HF103F1369BA24D38A23B00191E42E899" style="USC">
					<toc regeneration="no-regeneration">
						<toc-entry level="section">904. Honor and Remember flag for fallen
				members of the Armed
				Forces.</toc-entry>
					</toc>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H9F1CDDB71BE742B3BE87E22B4796C700"><enum>(d)</enum><header>Regulations for
			 implementation</header><text display-inline="yes-display-inline">Not later than
			 180 days after the date of the enactment of this Act, the head of each
			 department, agency, or other establishment responsible for a location specified
			 in subsection (c) of <external-xref legal-doc="usc" parsable-cite="usc/36/904">section 904</external-xref> of title 36, United States Code, as added by
			 subsection (a), shall prescribe such regulations as necessary to carry out such
			 section.</text>
			</subsection><subsection id="H3619541C43A1428ABB60C13153A87407"><enum>(e)</enum><header>Procurement and
			 distribution of flags</header><text display-inline="yes-display-inline">Not
			 later than 30 days after the date of the enactment of this Act, the
			 Administrator of General Services shall commence the procurement of Honor and
			 Remember Flags and distribute them as necessary to permit compliance with
			 <external-xref legal-doc="usc" parsable-cite="usc/36/904">section 904</external-xref> of title 36, United States Code, as added by subsection (a).</text>
