Subcommittee on Legislative Branch concluded hearings on proposed budget estimates for fiscal year 1996, after receiving testimony in behalf of the Office of Technology Assessment from Senators Hatch, Grassley, and Kennedy, each a Member of the Board, and Roger C. Herdman, Director, all of OTA; and in behalf of the General Accounting Office from Senator Glenn; and Charles A. Bowsher, Comptroller General of the United States, GAO.
SECURITIES LITIGATION REFORM
Committee on Banking, Housing, and Urban Affairs:
On Thursday, May 25, committee ordered favorably reported, with an amendment in the nature of a substitute, S. 240, to establish a filing deadline and to provide certain safeguards to ensure that the interest of investors are well protected under the implied private action provisions of the Securities Exchange Act of 1934.
WELFARE REFORM
Committee on Finance:
Committee ordered favorably reported, with an amendment in the nature of a substitute, H.R. 4, to control welfare spending and reduce welfare dependence by requiring States to encourage job placement measures, to provide for a job voucher program through the use of private profit and nonprofit organizations, to eliminate certain Federal requirements to give States additional flexibility in operating their Job Opportunities and Basic Skill Training Program (JOBS), and to establish a temporary family assistance grant under which States can provide assistance to needy families with minor children.

Committee ordered favorably reported the following business items:
The nomination of Henry W. Foster Jr., of Tennessee, to be Medical Director in the Regular Corps of the Public Health Service, subject to qualifications therefor as provided by law and regulations, and to be Surgeon General of the Public Health Service, Department of Health and Human Services; and
S. 850, authorizing funds for programs of the Child Care and Development Block Grant Act.
